 ಪದೇ ಪದೇ ಸಂಭವಿಸುತ್ತಿರುವ ಕಾಲ್ತುಳಿತಗಳನ್ನು ಹಣೆಬರಹ ಎಂದು ಅಲಕ್ಷಿಸಿದರೆ ಈ ಸಾವುಗಳನ್ನು ತಡೆಗಟ್ಟುವುದು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲ. ...........   ಚಿಂತನೆ * ಬಿವಿಸೀ ಕಳೆದ ಆರು ತಿಂಗಳ ಅವಧಿಯಲ್ಲಿ ಭಾರತ ಹಲವು ದುರದೃಷ್ಟಕರ ಕಾಲ್ತುಳಿತ ಪ್ರಕರಣಗಳಿಗೆ ಸಾಕ್ಷಿಯಾಗಿದೆ. 11 ಜೀವಗಳನ್ನು ಬಲಿ ತೆಗೆದುಕೊಂಡ ಬೆಂಗಳೂರಿನಿಂದ ತಮಿಳುನಾಡಿನ ಕರೂರುವರೆಗೆ, ಇದೀಗ ಆಂಧ್ರ ಪ್ರದೇಶದ ಶ್ರೀಕಾಕುಳಂನಲ್ಲಿ ಹತ್ತು ಜನ ಅಮಾಯಕರು ಮೃತಪಟ್ಟಿದ್ದಾರೆ. ಪ್ರತಿಯೊಂದು ಪ್ರಕರಣವೂ ವಿಭಿನ್ನ ಪ್ರದೇಶಗಳಲ್ಲಿ ಸಂಭವಿಸಿದ್ದರೂ ಘಟನೆಗಳ ಮಾದರಿ ಒಂದೇ ರೀತಿ ಕಾಣುತ್ತದೆ. ಆಡಳಿತದ ನಿರ್ಲಕ್ಷ್ಯ, ಜನದಟ್ಟಣೆಯ ನಿರ್ವಹಣೆಯ ಕೊರತೆ ಮತ್ತು ರಕ್ಷಣಾ ವ್ಯವಸ್ಥೆಯ ಅಸಮರ್ಪಕ ನಿರ್ವಹಣೆ. ಕಾಲ್ತುಳಿತಗಳು ಅಪಘಾತಗಳಂತೆ ಸಂಭವಿಸುವುದು ಅಪರೂಪ. ಯೋಜನೆ, ಸಂವಹನ ಮತ್ತು ಉತ್ತರದಾಯಿತ್ವದ ವೈಫಲ್ಯಗಳನ್ನು ಸರಿಪಡಿಸಿದರೆ ಇವುಗಳನ್ನು ತಡೆಗಟ್ಟಬಹುದು. ಮೂಲತಃ ಇಲ್ಲಿ ಕಾಣುವುದು ಸಾಂಸ್ಥಿಕ ನಿಷ್ಕ್ರಿಯತೆ ಮತ್ತು ನಿರ್ಲಕ್ಷ್ಯ. ಸ್ಥಳೀಯ ಪೆÇಲೀಸರಿಂದಲೇ ಅಪಾರ ಸಂಖ್ಯೆಯ ಜನರನ್ನು ನಿಯಂತ್ರಿಸಬಹುದು ಎಂಬುದು ತಪ್ಪು ಕಲ್ಪನೆ. ದೇವಸ್ಥಾನಗಳ ಉತ್ಸವಗಳಲ್ಲಾಗಲೀ, ಸರ್ಕಾರದ ಕಲ್ಯಾಣ ಯೋಜನೆಗಳ ಫಲಾನುಭವಿಗಳಿಗೆ ವಿತರಣೆಯಾಗಲೀ ಅಥವಾ ರಾಜಕೀಯ ಸಭೆಯಾಗಲೀ, ಜನರನ್ನು ನಿಯಂತ್ರಿಸುವುದು ನಿಬರ್ಂಧಕವಾಗಿರುವುದಕ್ಕಿಂತಲೂ ಪ್ರತಿಕ್ರಿಯಾತ್ಮಕವಾಗಿ ಇರುವುದೇ ಹೆಚ್ಚು. ಸರ್ಕಾರಗಳು ದುರಂತ ಸಂಭವ...

Recurring stampedes: time for a national crowd-management policy

  In less than six months, India has witnessed a distressing series of stampedes — from Bengaluru, where 11 lives were lost, to Karur in Tamil Nadu, and now the latest tragedy in Srikakulam, Andhra Pradesh, claiming another 10 innocent lives. Each incident is separated by geography but united by the same fatal pattern: administrative negligence, crowd mismanagement, and the absence of a coordinated safety protocol. Stampedes are rarely “accidents.” They are preventable failures of planning, communication, and accountability. At their root lies an institutional blind spot — the assumption that large public gatherings can be managed through local police presence alone. Whether it is a temple festival, a government welfare distribution event, or a political rally, crowd control remains reactive rather than preventive. Governments must move beyond post-tragedy compensation packages and adopt a national crowd-management policy with legal and operational clarity. This policy should manda...
